I don't think it's a question of AVB's lack of interest so much as Hazard not wanting a move just yet.
As for Willian, we'd have to resolve the apparent problem with the work permit for him first.

I knew he wouldn't come in January, due to the following main reasons:
A. Because his price tag would be higher in the January Transfer window.
B. Because he will be cup-tied (Champions League).
Now the question is, will we get him this summer?
I think with the money we have, we will most likely get him or Lucas Moura or even Willian. It seems like AVB is more interested in Willian than any of the two, but thats how I see it. Eden would be a great signing for us but I have a feeling his price tag would be ultra high even in the summer.
Willian is not even CLOSE to how good Lucas and Hazard are. AVB is maybe quiet on the deal so rich clubs like city and madrid don't try to steal our deal. Thats my guessing and i hope im right. I just hope we get him cuz we need him badly

Eden Hazard insists he has not agreed to join Tottenham, despite admitting his interest in a move to White Hart Lane.
Hazard, who is a target for the likes of Arsenal, Chelsea, and Manchester United, had hinted at a move to Tottenham, saying Spurs were "a great English club" (see below).
But the 21-year-old, who has confirmed he will move to the Premier League this summer, has dismissed reports in France that had claimed a deal to join the north London club was already in place.
"I said that [wanting to move to England] because I think that I can learn the best there because there are big matches every week, even with the little teams, big matches with great atmospheres," Hazard told RTBF Television.
"[Spurs] is a rumour. It is a club that interests me, of course, because they have great players and a great coach.
"I have not signed anything yet - it is too early. At the moment I want to focus on Lille."
The Belgium international, who has previously said he is keen on joining Real Madrid, also admitted that a move to Spain was highly unlikely.
"Spain is perhaps the best place for my style of play, but I think that you have to be at either Barca or Real Madrid to win titles there," he added.
"It is harder to play at a big club at my age."
It would be bad for us if he was to go to Spurs.
Not sure if its true or not, because it seems like the current squad we have isn't good enough so we could well see some good new signings this summer.
