Hope this is all true
It would be a good signing. He could feature for next season and come for our pre-season too.

LinkKevin De Bruyne Officially Signs With Chelsea From Racing Genk
Kevin de Bruyne has made his move from Racing Genk to Chelsea complete, signing a five and a half year contract that will keep him at Stamford Bridge through 2017. The 20-year-old completed the deal on Monday when he passed a medical in London, putting the wraps on a €8 million deal that could reach as much as €9.6 million if certain escalators are met. As part of the deal, de Bruyne will be loaned back to Genk for the remainder of the season and will join up with his new club in the summer.
With de Bruyne in tow, Chelsea now have him, Daniel Sturridge and Juan Mata as part of their young nucleus of attackers. They're still linked to Lucas Moura too as the club looks to turn their aging squad into a younger, more potent team.
As highly touted as de Bruyne may be, he wasn't in the crosshairs of Chelsea manager Andre Villas-Boas. de Bruyne was targeted before the manager even took the job and the club made it a priority to sign the Belgian international, but Villas-Boas admitted having no problem with it. The club has a sporting director and this is in line with the organization of the club. When that organization lands you de Bruyne, it's safe to say that all is well.
It's official now:
LINKDE BRUYNE BECOMES A BLUE
Chelsea Football Club is delighted to announce the permanent signing of Kevin De Bruyne from KRC Genk.
The 20-year-old Belgian international joins compatriots Thibaut Courtois (currently on loan at Atletico Madrid) and Romelu Lukaku on the club's books, but will spend the rest of the 2011/12 season back on loan with Genk in the Jupiler League.
De Bruyne is a product of Racing Genk's academy, having signed as a 14-year-old after training with Gent from the age of 12. Now 20, he was born in Drongen in the north-west of Belgium on June 28, 1991.
He made his debut for Genk at the end of the 2008/09 season and by the next campaign was a regular in the side which finished in mid-table, contributing one goal, a winner against Standard Liege, in 24 outings.
Last season was one of huge personal and team success, as De Bruyne made his national team debut in August 2010, albeit a 1-0 loss in Finland, before helping Genk to the league championship.
During the campaign, the pacy left-winger contributed five goals and 16 assists in 22 games, and has taken that form into this season, one in which he has also faced Chelsea twice in the Champions League. Genk were beaten 5-0 at Stamford Bridge but earned a 1-1 draw in Belgium.

De Bruyne spoke to the official Chelsea website on signing for the club:
Kevin, welcome to Chelsea. This must be an exciting experience for you…
Yes, it's a little bit of a dream come true. I've worked very hard and am still very young but have already played a lot of games. To come to a team like Chelsea is a dream but now it's a reality and I have to work hard to achieve the level that's necessary.
You've already been to Stamford Bridge…
In the beginning it was a little bit strange to play in such a big stadium but after a while you don't think about it. It is a nice stadium and the atmosphere was very good.
What is the plan for the rest of the season?
I signed now and now I will go back for six months on loan to play some games and gain more experience. Next season it would be normal to be loaned out, but I will start the preparations here at Cobham, and if it goes really well maybe I will stay but probably it will be a team a little level less than Chelsea but bigger than Genk.
Is it comforting to know Chelsea have been interested in you for a long time?
Yes, three years ago I was playing with the young guys in Genk, but now I am making a transfer to Chelsea, it's almost impossible, a real dream come true.
How well do you know the Barclays Premier League?
I have always followed it because my mother is half English and we probably followed it more than Belgian football so I know a lot of it. When I was young in my family we liked Liverpool but in the years I have been playing that has become less and when you become a professional you stop really being a fan of any team.
Do you regard it a big step from Belgium to England?
Yes, it's a few steps I think. Chelsea is one of the biggest clubs in the world and if you see the level they have compared to Genk then it is a real difference but it's something I want to achieve and I will work very hard to get there.
Did you speak to fellow Belgians and Chelsea men Romelu Lukaku or Thibaut Courtois about the move?
Romelu I spoke to on Monday, I sent him a text but he was leaving for Swansea. Thibaut is at Atletico but I have spoken with him before with the national team.
They are evidence that suggest you will need to be patient…
Yes but I am patient. It wil be very hard to play in the beginning but if you can train with these guys you will get to a better level than in the Belgian league for sure.
You come with some Champions League experience…
Yes, unfortunately I only played in four of the six group games because I picked up a couple of injuries, but we had some good games and some bad games. At home we played well, but away we didn't do so well. For a team like Genk it was good to play in the Champions League but Chelsea is always there.
How did you find Chelsea as opponents?
When we played in London it was very difficult for us, we didn't stand a chance. At home we played much better and I could show more that I could play a good game. If the team is on a down, you are part of the team, and you can only show yourself to be good if the team is good also.
What can Chelsea fans expect from you as a player?
At Genk I have played on the left of midfield but when I was younger I played as an offensive central midfielder. I am a creative footballer with two good feet I think, especially the right one. At Genk I create chances for the team.
Finally, there are also exciting times for the Belgian national team…
Yes it is exciting. There are a lot of exciting young players coming up, people like Vincent Kompany at Manchester City, Thomas Vermaelen at Arsenal. Eden Hazard is the best player in France and I think we will have a strong team for the next campaign. It's nice to be a part of that and around it, but it's also difficult to get into that squad. It is becoming a very good team.
Whoa! Looks greatIts finally done.
I like his mini interview, shows that he likes being Chelsea.
Im glad its now made official, wish him luck at Genk for the remaining 6 months.
Im really glad. As i said it was a must buy for a future. He'll be really great. Welcome to the Stamford Bridge Kevin
Apparently after the 6 months, he could possibly have his loan extended or loaned out elsewhere.

Kevin de Bruyne is hoping to become a first-team regular at Chelsea - but admits he may have to continue learning elsewhere before he gets an opportunity.
The 20-year-old completed his £7million move from Genk on transfer deadline day and was immediately loaned back to the Belgian club until the end of the season.
And De Bruyne admits he could be loaned to another Premier League club next season before featuring under Andre Villas-Boas.
The young Belgium international told Sky Sports News: "It will be very difficult to come directly into the team but I will do everything to play at the level that Chelsea needs.
"I hope I can get some success."
He added: "I chose Chelsea because I really like the club.
"They came with a proposition for me that is amazing.
"I can progress and play for a good team and then I have the option to be loaned out next year to a team better than the Belgian competition. It's great."
